_Methodology for Prioritizing Project Phasing
     Once it is determined that the residential area is inside the 65 DNL noise contour, the next step is to determine how best to phase the project.  Based on funding concerns and with an understanding of the typical duration for performing the construction work, it will take an estimated three years to complete the total program.  The program consists of 60 homes in Year 1, 60 homes in Year 2 and 61 homes in year 3.

With this in mind the residential area is analyzed for:
  • Proximity to the extended center line of Runway 9/27 (path of aircraft flight),
  • Proximity to the end of the runway; and
  • One decibel increment noise contours over the impacted neighborhood.

     Under this methodology homes closest to the center line and closest to the runway end will be in the highest decibel noise contour increments, and therefore will be completed first.  This is a “worst first” methodology.  Subsequent phases are based on which properties are now closest to the center line and closest to the end of the runway.
